When an e-mail message is tagged as Spam, there are a few different ways the Spam tagging software can alter the message format.
The first option is to make to changes at all to the spam-tagged message, and deliver it as normal mail.
The second option is to create a new "report" message, and attach the original message as an attachment to this new message.
The third option is to create a new report, and attach the original message in "text only" mode. This can make opening attachments in the spam-tagged message difficult, which may be considered a good thing for the average user, since attachments on messages that are probably spam may be harmful, especially if the message is a virus.
